This frame was designed for a 9 ring cassette but I can tell you from have had two Cannondales with this geometry, you can comfortably put in a 10 or 11 ring. It makes the ride stiff as hell.

the seller is referring to the over locknut dimension and the ability of the frame to accommodate a larger cassette than the one which came stock.
real talk though: any frame which fits 9 speed will also fit 10 or 11, due to how those cassettes are built
(thinner sprockets, less spacing betwixt sprockets- crams 10/11 cogs into the space where there were once 8 or 9).
