That must be what the gussets are for.
I had the same thought. That spacer stack gets the bars in pretty much the same spot as the stock 135mm +35° quill stem so the leverage on the head tube from the handlebars should be the same, this just looks really weird.
In the future I might get a +17° stem and chop the steer tube a bit.

I wouldn’t know what to do with a brand new, or all new parts, name brand parts, build. It’s just such a foreign concept to me. I haven’t bought a new complete bike since my first adult bike like 18 years ago.
