Does the freehub body fit an 11-speed road cassette?

Yes, freehub is 9/10/11 so it will fit a 11 speed road cassette

Isn’t there something weird about that generation of Tiagra only working with the 4700 dangler?

It’s 11 speed pull ratio but only has 10 clicks
