cannot figure out what the armrests are however the rear right leg is a citibike seat post with the support for a set of intermetro shelves stuffed up it and held together with zippies the little black self tappers you use to do light guage steel framing.
I don’t think anyone did it, I think the universe just arranged those things randomly and were experiencing pareidolia thinking we see a chair.

I saw an older woman commuting this morning on a completely mint one of these. I commented on it and she told me how much she loved. It was perfect. NZ is very hard on bikes so I can’t imagine where it’s been stored.

If this is an adaptive design that’s letting someone with limited mobility keep on biking, I think it’s cool
