looks like zinc-aluminum coated high alloy steel. similar to kmc rust buster

They couldn’t go with chromed or stainless steel? Aluminum for stem bolts seems sketch…
Like jawn_doe said they are zinc coated steel and common on inexpensive alloy stems(like a $45 salsa stem). The chrome plated stem bolts are junk and rust/flake over time. Stainless not Ti money but still expensive.
