The main limiting factor is probably going to be the width of the tire in your fork. I also don’t know exactly how the diameters of the big 650b and the 29er tire compare. I know they are supposed to be similar, but I’d also think the fatter tire would sag quite a bit lower when you’re actually on the bike.
I think the 2.8 are basically made for 29er conversion. the 3.25s won’t fit.
you want a wiiide rim for them to get over 2.5 actual.
in my research it seems like a good way to spend a couple hundred bucks for not much gain, + potential wonkiness.

also do you think it would handle well with a kiddie pool full of water and strippers in it attached to a nitto m12 front rack?

You could certainly fit a 29x3.0 tire in the Salsa fork.
The 27.5x2.8 will be slightly smaller than even a standard 29er tire, so will make a small change to your geo.
The 27.5x2.8 WTB in particular is actually just a 2.2 tire with a huge sidewall. On a normal rim it is normal sized.
If you want more tire in the front I’d recommend a 29x2.4 on the widest rim you can fit.
