If you can still find them the Campy Chorus was a pretty hot headset. I think they stopped making them in threaded a couple years ago.
sub question, does the neon bike want a blue CK instead.
I think you have to ask yourself if you are going to keep these frames long enough to make it worth while to dump the cash for a CK. You usually don’t recoup it on resale.

Maybe but I think a frame with a headset, any headset, is probably easier to sell than one without. Especially one with a 1" threaded… what are your realistic chances of needing it again?

That headset has been in stock once in the last 4 months, and they only had 5. It sold out in less than 1 hour.
Are you going for a classic or modern build? If classic, go chrome and threaded. Modern, go threadless and carbon.
The Cane Creek S-2 is a fine headset. I’ve been using the same one on a cross bike for two seasons without any maintenance and there is nothing wrong with it.
I’m just here to reiterate. Go carbon and threadless, CC S2 is nice. I did the same thing on my Cannondale (went from threaded to threadless, steel fork to carbon, but with a C2 headset I got off someone on tarck for cheap).
I just remembered: the Stronglight A9 is considered one of the best threaded 1" headsets out there. I have one (not for sale) and the needle bearings are nice. Really well designed.
