I have an IF with a cracked seat tube that I keep meaning to post up here for someone to hack apart. It’s presumably a mix of OX-Plat/853.

It would probably be easier/cheaper to have your framebuilder build you a new frame – the failure cases for tubes are almost never where the failure can be cut out and be replaced with a coupler.
Sure sounds like you could put a coupler on the seat tube of that Indy fab
or another tube around it like a lug/sleeve
