Pretty much this. This past spring semester and most of this summer because I’ve been flying so much (and not riding grrrrr) I haven’t shaved my legs. Like the first time in 10 years.
Another good reason is if you’re doing mtb or cross and are getting all muddy. When the dirt clings to the hairs dingleberry style… sometimes you can feel it tug and pull. It’s just easier to clean up after a race/ride with shaved legs.

Stopping above the end of your shorts is just awkward when you take off your clothes/bibs/wear ridiculously european swimwear. It makes you look like you’re wearing pube shorts.
Just do the whole leg, it’s not like it takes that much more time.
