I know it sucks for shorties (and I am among the shorties), but especially for smaller brands, the small sizes really just do not sell enough to justify them. It’s one thing for QBP to order a few dozens 38cm and 42cm Surly and All City frames to sit in their city-sized warehouse and let them trickle out over a year or two, but that sort of thing is inconceivable if you have to drop a new model to your dealers every MY.
When I was getting the little tiny Straggler for my ex, I was pretty surprised at how limited the inventory was at QBP even when they first came out. My lbs dude may have been yanking my chain to close the deal but even then they were stocking like half a dozen of the smallest sizes (or something like that)
There are eight 42cm and three 36cm Straggler frames in the US. Those frames will probably sit unsold for months, even though every shop in American could order one tomorrow, if a customer wanted it.
There are more completes, though not by a whole lot.

I never found it particularly compelling, but am now completely disinterested in anything happening in that scene. The marketing machine is in megadrive right now and it’s going to burn out by the end of next year.
I would love to think so, but boring dudes can go decades without a style refresh, and it’s a scene that caters to all the stuff they already like.

Guys who like dogs and vans and pocketknives should continue to enjoy those things.
