It looks like a personal collection commingled with flipper inventory. Person was also probably a eBay reseller for parts, this would be leftover that was too much or not worth it to ship.
It’s hard to grapple with how common this is. There are probably a half-dozen similar size/condition collections in my area and we’re not even a big cycling city/state.
