The only non-mini-velo, non-brompton, non-cagro bike doing an attached headtube rack that I know of is the illustrious Rose Hobo.

Its a hillibike , so braking performance will suffer substantially in the wet. This is a benefit - learn to enjoy walking on damp days on singletrack.
