why the recall?
The recall was only for a short period of time - it got blown out of proportion. Most SUL stems wont break, it was just the series manufactured over a couple of months in 08 or 09 IIRC.

Can you confirm the year that the bike was made? Before '84 it could be. The early 3Rensho Allez had long-point lugs and a sloping fork crown. I assume the Sequoia would have the same lugs and sloping fork crown.
here is a 3rensho built allez. the fork crown is easy to notice from the side profile.

You sure about that? I distinctly remember a local shop having more than one Salsa 29er that was stemless on the sales floor due to the recall.

Another larger company called National also made Sequoias and I think it is one of theirs. It has nice work but the Konno frames were of a higher quality. Shes a beauty, enjoy it.

Score of yesterday, Gardin “Special” Columbus tubing, full campy victory(I think) but cheaper Shimano wheels for <$100. To small for me, but might fit the GF if she can like the colour. If not I’ll try to sell the frame and keep all the parts.
