WANTED: 700c disc Q/R wheelset.
Open to 12x100 or 15x100 fronts I am OK with using adapters.
Open to 12x142 rear if I can find conversion axles for it to make it QR.

Is he going to have standover with 700c wheels? If not, go with a Canyon Endurace AL in 2XS built around 650b wheels. Or search for something used. Norco used to make some great really small bikes (650b as well). Giant tends to design decent small bikes.

Standover on a 48-49 is fine with 700c, in my experience. We had a 48 Cannondale for a few years before it started to look like a circus bike.
