26” appears to be incorrect in the ad, I think sidewall says 27” (630)
But yes 26” road tires are available. Crusty old road bikes have been an entry to road cycling for generations.
they have but ergonomic and technical improvements have made cycling more comfortable and efficient in the last 50 years which makes a young or new rider more likely to enjoy and therefore stick with it
it’s not the wrong choice but it isn’t the best one given the availability of more recent used bikes
If comfort and ergonomics are the primary objective, sure. I wouldn’t imagine a typical 12 year old has a strong baseline expectation for those sorts of things though. Plus there’s plenty of room for dithering and learning about mechanics, history, etc. should the bug bite
