I mean… it makes me think of mid 2010s grand tour bikes that were two sizes too small so they could run huge saddle to bar drop. Considering how upright gravel bikes are now it look kinda JA that is is fighting the way the bike is meant to fit.
At the same time, this looks to be the appropriate size. I know, for me, getting bars in an appropriate place is pretty important. My bars are a smidge higher on my tcx, but not by more than 2cm.
If this person is using this bike for mainly fireroads where having a nearly identical setup to their road bike, I think the fit is probably fine?
FWIW, size for size, the geo on the crux has a larger stack than my tcx, so duplicating the position becomes tricky and would resort in stuff like this -17 stem.
That’s also a tiny frame. I know the smaller WC XC riders do some weird things with stems to get the bars in the right place.
yeah, you see that Deda -25 stem on some bikes for maximum aero.
I think the Specialized above would look a lot less weird with matte black tires. It’s just little bike big bright tires that make it look funny, with added distortion from the boost saddle shape and the ultra-flared bars.
The tires that are usually on upright touring bikes and a very small frame doesn’t help the look. That set up on a bigger bike wouldn’t look so weird.
Could also be in the long arm cru. My road bike has a long stem and bar drop and is comfortable despite not being very flexible.
If you need the bars that low, why 700c? I suspect the long stem + slack HT + short FC won’t handle that well. Maybe even a 650 flatbar frame might get the ht and front wheel in a better spot with the same bar position, and shorter CS wouldn’t hurt either

Going to 650b isn’t going to drop the bars any lower relative to seat height set for the same rider? It might get you more standover, but I suspect that’s why they went with a smaller frame here and a longer stem.
Are there 650 frames on the level of the crux? Don’t major companies do 700 for their whole range?

a 650 frame set should have a shorter fork and less BB drop than a 700c frameset, so the fork crown will be lower relative to the BB, so the top of the HT can be lower too
Oh I thought you were saying they should put 650 wheels on the Crux. Something tells me this customer is not necessarily interested in the merits of a bespoke 650b flat bar.
