Just get a deep-section 700c wheel and glue on an extra set of brake tracks.
Or better yet glue on two circles of brake rubber and make the pads out of sections of rim. That way it doesn’t matter if the rims are wet or the pads are wet - you’ll always have a reversed set that’s dry to use.

If you have that much metal, it would be a beast to get spinning. You might be better off using it as a flywheel with some sort of slipper clutch for drive.
Shimano solved this a long time ago, the only issue is manufacturers were reluctant to update their brake boss placement to suit Shimano’s advanced technology. Fits 700c, 650c, 650b, 26".
