Vintage lugged track frame.
Since the fork looks to be original, pull it. Often times you can find information stamped on the steer tube. It will, at least, tell you if the fork is 531 as well.

I also fifth that is a McBain. Raleigh bottom brackets differ from the one you’ve shown.
He doesn’t have the tools for the 600 headset, so I doubt he’ll check the steerer tube anytime soon.
Thought it looked vaguely familiar, I reckon it’s a McBain, from Tasmania. Check out this one:

BTW, an acquaintance of mine had one, and it was such a sweet bike. I missed out on one on eBay last year that was just beautiful!!

EDIT (didn’t want to double-post)

Here’s one that is/was TC’s:

What a turkey! It’s all about the character face boxes.

Yeah, pulling the steerer is a hassle without the 600 tools. But tbh it probably would answer my questions.

“600 tools”? Does a Shimano 600 somehow differ from a standard 1" threaded headset so you need something more than a 32mm key? I had one that didn’t.

nah, BB is different, plus all the raleighs with double plate fork crowns had different seatstay to seatlug attachment. they wrapped around.

Yikes… Another genius shimano “standard”.

Odd. I’ve a 600 headset (circa 1988) that looks nothing like that. It’s just a standard non-sealed threaded headset.
