It almost looks like an old 80’s relaxed-angles MTB frame with canti studs cut off* and a unicrown road fork installed.

*Or never had cantis, I’ve seen some super-cheapo 26" wheeld ATBs with caliper brakes.

I think they’re RD2s with a Messenger ring in gray.

A very nice modern quickbeam in size 54 with track dropouts and a steel disc/TA unicrown fork

You should contact calfee for the frame, the Luna has a horizontal TT. They have track dropouts available.

You should also contact enve for a rear rim to paint, I think they still have some high spoke rims. Knock off the velocity logo.

You choose a bespoke fork and stem maker.

I’m sure you could get Phil or Paul to donate a rear hub, that crank looks like the new pewter Paul color. Since the seatpost is slammed I bet there’s a 2nd at Paul’s house too
