Could this not have been an experiment in extreme forward saddle position? We’ve seen Keirin bikes with 80* seat tubes before. I could see a builder doing this as a one-off that was never intended to make it to the public.

Graphic designers don’t “highlight.” This frame is obviously oblique. Hetchins makes italicized bikes.
