the bolt is there to hold the handles of shopping bags.
I thought the boss underneath the tube was held there by the wrap and that’s what we were marveling at. That’s actually probably not the case.
I feel like the tape is probably to protect the paint or anonymize the bike but I imagine there’s all kinds of awful moisture and rust that gets trapped under there
tape is to keep it from getting scratched up on the sign posts and flair
And national pride (but not on the bike in the photo above). We discussed deliverista bike wrap back when @drwelby visited NYC.
I took pictures of the mystery bolt and it seemed like all the bikes had them and I assumed it was some wacky oem thing. One thing I noticed is that the bolt seemed to be off-center to the right consistently. I ran out of time to investigate further.
it’s hand drilled and usually bent to the right because if there is only one bag it ends up on the right hand side most of the time

There is one just a couple blocks from my house in DC. Don’t think I’ve ever seen an ebike go in or out of there. 100% gas powered mopeds
We’re getting more and more of that. It’s a real missed opportunity to me that the city hasn’t leaned into a legal environment for a transition from car use and instead they’re just illegally menacing the bike lanes

Yeah the delivery mopeds are unfortunate. I don’t have the answer but they are incentivized to break the law and drive as aggressively as possible to maximize profits so well, that’s bad for road users of all kinds.
