Bullit make and sell a longer steerer tube, check their website. Not cheap but i’d expect it to be still cheaper than a custom one-off stem.
Only reason i don’t already have one is the prison island bullitt distributor setup makes it hard to get one here.
Can I buy a 30t grx inner ring and put it on my older ultegra (46/36) cranks?
It’s unclear to me if the bcd is 110 or 80 or the grx.
The 30t inner ring is 80mm bcd so no go on your Ultegra crank.
Absolute Black has a 32T for 110 BCD, but it has the chainring nut built in to get the extra clearance.

Nope, I’ve mostly used 105. But I have a long cage 8050 shifting a 40T.
I don’t think there are many (any?) third party options so take your pick of Red, Force or Rival. I’d probably go Rival because it’s cheapest and there is a minimal weight penalty. 
I just bought a rival crank so I just ruined any savings I had anyway

Well it depends how thick it could be, coz 38s could suck, too. Though the grav grav probably has more clearance than the TCX frame.
I tried to exceed the max tooth count on 4700, but I couldn’t make it work. It may have been the hanger on that frame, though.
I know the Shadow+ road danglers will go bigger, but you would need a MTB dangler for 10sp.

What do you want to shift? Sorry about the imprecision but here is my anecdote. With an M950 and Simplex I can get all the way from the top to the bottom gear of a Shimano 11s cassette in less than 180*. With a newer 11s ultegra derailleur, no way, the 11s standard wants to suck up more cable than a Simplex can wrap.
