You need to get a light with a substantial standlight; at walking speed it might take longer to illuminate but it won’t flicker nearly as alarmingly.
And there’s nothing wrong with splicing in a switch so you can leave the light safely under the rack while still letting you do the light switch perversion

I guess I’ll get started on swapping out my front wheel for one off a wheelbarrow, throwing my rear rack and panniers in the trash, attaching the upper portion of a shopping cart to the front of my bike, putting a forklift bag in the shopping cart, and I’ll finish it off by cutting off all my zip ties and have my light cables flap in the breeze. Bike nirvana, here I come.
